Following are excerpts of daily activities reported by the Jefferson police department:
Tuesday, Aug. 31: At 3:02 pm staff at the Greene County Medical Center emergency room advised of a cat bite that had occurred. The officer learned the animal’s owner had attempted to break up a dispute between two of her cats and was bitten on the wrist. The animal was placed in a 10-day quarantine in the owner’s residence by the officer. The animal is current on rabies vaccinations. The bite was provoked by the owner grabbing the cat from behind during the dispute and does not meet criteria for any action by city ordinances. At 3:05 pm an officer investigated a rear end collision at Doreen Wilber Dr and N. Elm St. Cynthia Dahl of Rippey was stopped at the posted stop sign on Doreen Wilber Drive when Jerald Lloyd of Jefferson struck the rear of her 2015 Chevrolet Equinox. Lloyd was cited for fail to stop in assured clear distance ahead. Damage to his 2018 Dodge Ram 3500 pickup truck was estimated at $500. Damage to Dahl’s vehicle was estimated at $1,500. At 4:07 pm a resident reported a tree branch had fallen onto a power line in the 400 block of W. Park St, knocking down a utility pole. The officer contacted Alliant Energy and stayed on scene until an Alliant crew came to take care of the issue. The issue occurred on private property.
Monday, Aug. 30: At 8:21 am a complainant reported her son had items stolen from his vehicle over the weekend while it was parked in the 1300 block of Southfield Dr. At 12:37 pm a complainant reported her laptop computer had been stolen from a friend’s vehicle parked in the 300 block of Rushview Dr over the weekend. At 5:05 pm a complainant reported the theft of a child’s bike from a residence in the 600 block of S. Maple St. The value of the missing bike is $70. At 6:37 pm a complaint reported the theft of 13 used vehicle batteries from the 700 block of N. Wilson Ave. The battery core value is $16 each. At 7:38 pm staff at Wild Rose Casino advised an officer that a female patron had been seen with what they believed to be narcotics. The officer arrived at the casino and staff took the officer to the female. The subject consented to showing the officer the contents of her purse. The officer seized small amounts of marijuana and marijuana wax, along with smoking devices. Charges are pending at this time. At 9:37 pm a complainant reported subjects with a flashlight near a vehicle in the 300 block of S. Wilson Ave. The officer spoke to the subjects, who had locked keys in their vehicle and were trying to gain access.
Sunday, Aug. 29: Between 7:46 and 11:44 am a total of 12 complainants reported burglaries to their vehicles that had occurred overnight, including two in the 300 block of W. Edgewood Dr, three in the 400 block of S. Locust St, two in the 700 block of S. Locust St, one in the 300 block of Rushview Dr, one in the 600 block of Rushview Dr, two in the 700 block of Rushview Dr, and one in the 400 block of N. Oak St. Officers are investigating.

Friday, Aug. 27: At 11:04 am an officer was dispatched to the parking lot at Greene County Family Practice Clinic for a minor backing accident reported by Brian Mobley of Jefferson. A black 2015 Ford Fusion was legally parked and unoccupied. A red KIA Soul was parked to the north of Fusion. The driver of the Soul advised he was focused on another vehicle in the parking lot trying to avoid a collision with the other vehicle. The driver of the Soul backed into the rear end of the Fusion causing minor damage. The police report did not indicate Mobley’s role in the accident. At 1:05 pm a complainant reported fraudulent activity on his bank account. The officer is investigating.
Thursday, Aug. 26: At 4:54 pm a complainant reported that while riding his bike on the Raccoon River Valley Trail near Monroe St, two dogs entered the bike trail. He advised he could not avoid a collision with one of the dogs, causing him to crash on his bike. The complainant reported minor injuries from the event. The officer located the animals’ owner and advised them of ordinances pertaining to animals leaving the owner’s property. At 7:12 pm a complainant reported criminal mischief to windows at a residence in the 300 block of E. Lincoln Way. The complainant had located a piece of a cinder block inside the house, believing it to be the object thrown through the windows. The officer is investigating. *****An officer has sent a charge of assault-serious to juvenile court for a 14-year-old female. The charge stems from a reported incident at the Greene County High School on 08/24.
Wednesday, Aug. 25: At 9:12 pm a complainant advised officers of a couple involved in a fight in the 700 block of W. Harrison St. The officers arrived and made contact with the couple. The investigation led to the arrest of Roger Keith Ketchum, 33, of Jefferson for domestic abuse assault (serious misdemeanor)*. At 5:05 pm callers advised of three males with buckets attempting to collect money from drivers at Elm and E. Lincoln Way. Officers made contact with the three, who advised they are with a Tennessee church that travels and collects money for victims. The officer advised them they can not impede traffic at the intersection. They understood and advised they would be moving on soon.
Tuesday, Aug. 24: At 11:40 am an officer was called to GC High School for a reported assault. Two juvenile females had been involved in an altercation. The officer is investigating, and juvenile charges are pending at this time. At 3 pm Jefferson water department employees advised a dog in a wire kennel had been dropped off inside the water treatment plant at 1000 N. Cedar St. The employees gave a description of the male and truck he was driving. The animal was placed in the Animal Holding Facility. At 4:12 pm Kelly Park advised her vehicle was struck at in the high school parking lot after her daughter had driven it to school. The 2013 Hyundai Elantra suffered front end damage from the collision, estimated at $1,400 to repair. The other reported involved vehicle was a black dually pickup. The officer is working to locate the driver and vehicle to speak to them.
Monday, Aug. 23: At 10:24 am staff at Regency Park reported the theft of a laptop computer. The officer is investigating. At 1:12 pm a complainant reported the Jefferson can redemption center will pay only $.04 per can when she takes her cans in for redemption. The officer is looking into the matter. At 6:15 pm a caller advised a motorist was driving erratically on S. Elm St and had just struck a mailbox. The driver kept driving southbound on Elm St. The officer left the city limits and located the vehicle near Hwy. 4 and 190th St. The vehicle was parked with a flat tire. The male driver admitted to striking the mailbox, causing damage to his 2017 Ford F150. The officer cited Donald Gardner of Ankeny for failure to maintain control. The officer gave the resident whose mailbox was damaged Gardner’s insurance information.
Sunday, Aug. 22: At 1:45 pm during a traffic stop at W. Harrison and S. South Sts, the officer detected the odor of marijuana coming from inside the vehicle. During a probable cause search of the vehicle, the officer located a baggy of suspected marijuana. The item was seized for lab testing and charges are pending results. At 2:05 pm a complainant advised that over the past few days, someone had kicked in his door at a residence in the 200 block of N. Oak St. The complainant provided the officer with a possible suspect. The incident remains under investigation. At 6:09 pm a complainant reported the theft of his $800 cell phone while he was at Wild Rose Casino. The officer is working to obtain video surveillance footage to obtain a suspect in the matter.
Saturday, Aug. 21: At 1:30 pm the Jefferson PD, with assistance from the Greene County sheriff’s office, participated in a multijurisdictional traffic enforcement project. The project was part of Special Traffic Enforcement Project (S.T.E.P.), required by the state of Iowa. At 6:35 pm a resident reported a large log in the road near W. Lincoln Way and Grimmell Rd. Officers and members of the public were able to remove the log and take it to the city yard waste site.
Thursday, Aug. 19: At 9:05 pm a complainant reported a possible disturbance in the area of N. Oak and W. Washington Sts. An officer arrived and made contact with subjects at a residence in the 200 block of N. Oak. While the officer was present an odor of a suspected controlled substance was detected. A search warrant was subsequently executed at the residence. During the search officers found suspected controlled substances. Michelle Cook of Jefferson was arrested and charged with possession of a controlled substance and possession of drug paraphernalia*.
Wednesday, Aug. 18: At 11:58 am the Jefferson fire department was dispatched to the 1200 block of Westwood Dr for smoke coming from an electrical box. An officer responded and stood by until the fire department arrived. At 4:06 pm a complainant reported a burglary to a residence in the 600 block of S. Oak St. The officer is investigating. At 5:35 pm a complainant reported a possible trespass in the 100 block of N. Maple St. The officer is investigating. At 9:32 p an officer performed a traffic stop in the 1500 block of N. Elm St. As a result of the stop, Brett Matthew Johannes of Story City was arrested and charged with operating a motor vehicle without interlock device and cited for no valid driver’s license and excessive speed*.
Tuesday, Aug. 17: At 8:12 am a complainant reported a cat inside an abandoned house in the 300 block of S. Pinet St. The officer checked the vacant house and found the stray cat could enter the house and leave as needed. At 6:27 pm an officer was dispatched to Ace Hardware for a suspected theft from the store. The officer is investigating. At 8:37 pm an officer was dispatched to a residence in the 400 block of Brackett St for a report of an adult female standing outside smoking marijuana. The officer investigated. As a result, Jessica Lea Duong of Jefferson was placed under arrest for possession of drug paraphernalia*.
Monday, Aug. 16: At 6:01 pm staff at Casey’s General Store reported a possible shoplifter in the store. Upon arrival officers made contact with Heather Swanson of Ogden. The officers determined that Swanson had driven a vehicle to Casey’s that was not registered or insured, and that her driver’s license status was suspended. Swanson was cited for operating a non-registered vehicle, driving while license under suspension, and failure to provide proof of financial liability. The original report of theft remains under investigation.
Sunday, Aug. 15: At 9:02 am a traffic stop in the 1500 block of N. Elm St resulted in Carlos Rubio of Laredo, TX, being cited for failure to provide proof of financial liability and no valid driver’s license. During the course of the traffic stop the officer detected the odor of a controlled substance omitting from the vehicle. During a search of the vehicle the officer found a small amount of a controlled substance and drug paraphernalia. The passenger of the vehicle, Andre Furnace, of Laredo, TX, was arrested for possession of marijuana and possession of drug paraphernalia*. At 3:46 pm an officer responded to a “dumpster fire” at Cobblestone Hotel. It was determined that the dumpster was owned by a private company, and one of their employees had dumped charcoal in it after he believed it had cooled. A fire ignited a short time later. The Jefferson fire department responded and extinguished it. The fire was determined to be accidental. At 6 pm a complainant reported that while she was working at PAWS two individuals arrived and demanded to see a dog. They were advised that the employee was only doing cat chores. The subjects continued to knock on the door until they were advised that law enforcement would be called if they did not leave. An officer subsequently located the subjects and advised them not to go to PAWS unless employees authorized it.
Saturday, Aug. 14: At 2:30 pm a resident brought a kitten to the LEC that she had found running at large in a parking lot of a local business. An officer placed the kitten at the animal holding facility.
Friday, Aug. 13: At 10 am a resident brought an injured kitten to the LEC. An officer transported the kitten to the Jefferson Veterinarian Clinic. At 10:42 am an officer responded to a two-vehicle property damage accident at N. Locust and E. Clark Sts. Alexis Hernandez-Butterfield of Jefferson was northbound on Locust driving a 2000 Saturn. Dolores Walker of Scranton was eastbound on Clark St driving a 2010 Buick. Their vehicles collided in the uncontrolled intersection. Walker was cited for failure to yield to the vehicle on the right. Damage to her vehicle was estimated at $5,000. Damage to Hernandez-Butterfield’s vehicle was estimated at $2,500. At 6:54 pm a complainant reported two young girls entering the elementary school through a window. An officer responded and determined a school employee was present and had allowed the girls to enter through the window.
Thursday, Aug. 12: At 12:03 pm an officer stopped at a residence in the 200 block of N. Maple St to check for a wanted subject. While at the residence, the officer learned a couple present in the house had an active protective order. The officer arrested Mark David Burgart, 44, of Jefferson and Tashina Sue Taylor, 39, of Jefferson for violation of protective order (simple misdemeanor)*. At 4:09 pm while on patrol an officer spotted a vehicle announced in a statewide broadcast earlier in the day. The vehicle and driver had been involved in a domestic abuse assault earlier in the day in Guthrie County. The vehicle had damage to the front end, which caught the officer’s attention from the bulletin. The officer turned around and followed the vehicle near S. Elm and Grauer Sts. The driver did not yield to the officer and a short chase ensued. The vehicle travelled north on Elm St and eventually turned into the casino. The driver went back onto Highway 30 and then south on Elm St. The driver turned onto Gallup Rd and stopped in the parking lot at the Super 8 Motel. The suspect jumped out of the vehicle and attempted to flee on foot. The officers chased the subject into the lobby and deployed their TASER on the subject. The TASER had little effect and a short struggle began on the floor. Officers were able to handcuff the suspect and arrest him. Officers located suspected heroin on the subject, who admitted to injecting the narcotic shortly before the incident. William Matthew Magneson, 26, of Woodward was charged with eluding- second offense (Class D felony), reckless driving (aggravated misdemeanor), and interference with official acts and driving while license suspended (simple misdemeanors)*. He was issued four citations for failure to obey stop sign and dark windows. Two Jefferson police vehicles received minor damages from the event. OWI charges are pending urine test results from the DCI lab. The Greene County sheriff’s office assisted at the scene and covered the traffic accident involving the three vehicles in the Super 8 parking lot. Magneson will face his Guthrie County charges when extradited there. At 10:32 pm staff at Wild Rose Casino requested an officer for a trespassing event. The officer arrived and learned a female subject had signed a voluntary self-exclusion form in the past, banning her from gambling. The officer cited Theresa Hoang of Des Moines for trespass – simple*.
Wednesday, Aug 26: At 2:35 pm officers stopped at a residence in the 600 block of W. 600 Lincoln Way, looking for a wanted male. Christopher Brian Quirk, 39, of Jefferson was arrested on an outstanding arrest warrant for parole violation.* During the event, an officer was granted permission to conduct a consent search of the residence. Officers located and seized numerous items consistent with narcotics and paraphernalia. Charges are pending lab results. The officers were assisted by Greene County deputies in the matter.
Tuesday, Aug. 10: At 2:13 pm an officer investigated a one-vehicle accident in the 300 block of N. Chestnut St. Brittany Smith of Jefferson was westbound on E. Washington St driving a 2001 Ford Taurus owned by William Richardson. Smith turned right onto Chestnut St and the vehicle’s steering and brakes failed. Smith struck the Shadran building and a post. The building had a reported $1,000 in damages. The Richardson vehicle had a reported $5,000 in damages. Officers located a trail of fluid in the roadway from the vehicle. The brakes had failed. At 3:32 pm staff at Oly’s Corner advised a driver had left the business without paying for $30.26 in fuel. The officer is investigating. At 6:38 pm staff at the HyVee Fast Stop reported a male subject had pumped $5 in fuel into a vehicle three hours earlier. The subject entered the business and advised he could not pay for the fuel and was allowed to leave. He was told to return and pay for the fuel, but had not done so. The officer is investigating.
Monday, Aug. 9: At 11:38 am a complainant reported a neighbor’s dog had attacked and killed her small dog on 8/09 in the 1200 block of W. Lincoln Way. The officer is investigating. At 2:39 pm a complainant reported an air conditioner had been stolen from a residence in the 1200 block of Westwood Drive. The officer has no suspects at this time.
Sunday, Aug. 8: At 12:01 pm an officer arrested Alicia Hawkins, 31, of Jefferson during a traffic stop in the 1600 Block of N Ave. There were outstanding JPD warrants for Hawkins on charges of possession of controlled substance (serious misdemeanor) and possession of drug paraphernalia (simple misdemeanor)*. At 3:41 pm an officer witnessed a couple who he knew to be the subjects of an active no-contact order. The officer arrested Carly Hubby, 42, of Jefferson and James Harris, 34, of Jefferson for violation of protective order (simple misdemeanor)*. There were also outstanding Boone County arrest warrants for Hubby.
Saturday, Aug. 7: At 3:03 am a complainant reported that a police officer was physically assaulting a female on S. Locust St. and had caused the death of another female in the area. An officer responded to the area, but did not see anything out of the ordinary. The officer attempted to contact the complaint, but he would not answer his door. At 6:33 pm the same complainant reported a police officer had murdered his mother on S. Olive St. An officer attempted to contact the complaint, but could not locate him. His parents were subsequently contacted, it was determined they were fine, and advised of the complaint that had been made.
Friday, Aug. 6: At 11:43 am a complainant reported her trash can and bench had been tipped over in the 300 block of E. Central Ave. An officer responded and assisted with placing the items where they belong. ***** An officer completed an investigation that began on 5/31. As a result of the investigation an arrest warrant was requested for Joshua Solano of Guthrie Center for possession of methamphetamine.*
Thursday, Aug. 5: At 10:15 am a complainant of Sac City reported having been written a check by a Jefferson resident who was later found to have insufficient funds in the account to cover the check. The officer is investigating. At 1:40 pm a complainant reported a two-vehicle property damage accident had occurred in the HyVee parking lot. It was reported one of the parties had already left the scene. The officer is investigating.
Wednesday, Aug. 4: At 6:58 pm an officer was dispatched to the 100 block of N. Olive St for a report of a domestic assault having occurred. The officer investigated the report. Melissa Rice of Jefferson was arrested for domestic abuse assault- first offense.*
Tuesday, Aug. 3: At 2:38 pm a complainant reported witnessing a vehicle strike a parked car in the HyVee parking lot. The driver then left the parking lot without reporting the accident. The officer investigated the report and as a result, Alexis Hernandez of Jefferson was cited for failure to report an accident per Jefferson city code. At 2:39 pm a manager for Westview Village Apartments reported an air conditioner unit had been stolen from an apartment on 7/30. The officer is investigating. At 4:16 pm a complainant reported several juveniles were having issues with each other at Head Park. The officer spoke with the parents of all involved. At 6:25 pm a complainant reported encountering three loose Great Danes in the 300 block of W. Adams St. The officer located the dogs’ owner and spoke with them about the report.
Monday, Aug. 2: At 7:57 am a resident reported she struck a fawn near Westwood Dr and Grimmell Rd. Her vehicle was not damaged. The officer dispatched the injured fawn. At 4:18 pm an officer locked a white sports bike on radar at 100 miles per hour on Highway 30 near Mulberry St. The eastbound motorcyclist did not yield to the officer’s lights and siren and a chase began. A deputy was in the Grand Junction area, waiting for the motorcyclist to reach him. Both officers lost sight of the subject between Jefferson and Grand Junction. At 8:05 pm a complainant spoke with an officer concerning kittens located in the county on Jordan Ave. The finder of the kittens advised he would shoot them if PAWS volunteers did not come and get them. The kittens had been dumped at his residence. The officer spoke to the kitten finder, who advised he would wait a couple of days for PAWS to come and take control of the kittens.
Sunday, Aug. 1: At 4:35 am an officer was advised of two suspicious vehicles parked at Henderson Park. The officer found the occupants of the vehicles were fishing. At 6:07 am staff at Fareway reported a suspected theft having occurred on the previous day. The amount of the theft was $156.02. The officer is investigating. At 6:59 am staff at Cobblestone Inn reported finding suspected controlled substances in the hotel near the dining area. The officer responded and collected the items into evidence. The officer is investigating. At 1:36 pm an officer was dispatched to a residence in the 300 block of E. Madison St for a report of a possible break in having occurred overnight. The officer is investigating. At 7:40 pm the Jefferson PD was requested to assist the Greene County sheriff’s office with a pursuit of a male on a motorcycle. The pursuit ended when the male stopped at Sparky’s One Stop.
